City seeking to improve Casper Events Center cell service, generate revenue

CASPER, Wyo. — Installing a new “distributed antennae system” at the Casper Events Center would cost over $500,000, according to Casper Parks and Recreation Director Tim Cortez.

In order to avoid such costs, the city will contract with Bandwith Logic Inc. as a third party vendor. That company will approach cellular service providers and solicit their investment in a distributed antennae system to be installed at the Events Center.

According the Cortez, cellular service providers may be interested in having a stake in such a system to provide improved service for their customers.

Cortez adds in his memo that the Events Center “has a long history of cellular service communication issues.” He explains that this is due to the concrete and steel material used to construct the building, which can hinder cellular transmissions.

Bandwith Logic Inc. will seek out as many cellular carriers as possible to help pay for the cost of the new system. Cortez explains that there is a potential that such a set-up could generate revenue in the long run after the initial costs of such a system are recovered.

The city council approved the contract with Bandwith Logic Inc. during their Tuesday, Feb. 4 meeting.

Once initial costs of installing a distributed antennae system are recovered, the city will receive 40% of net revenues generated. Cortez estimates that to be about $2,000 per month per carrier contracted to use the system.

If Bandwith Logic Inc. is unable to secure enough agreements with carriers, the city will not construct the new system, according to Cortez.

The contract will last for a period of 10 years with an option to renew for 10 more years if both parties wish to continue the relationship.
