The Casper City Council elected Ray Pacheco as mayor and Charlie Powell as vice mayor during their first meeting of the new year on Tuesday, Jan. 2, at City Hall.
Powell was nominated unanimously while councilmembers Chris Walsh and Amanda Huckabay voted no for Pacheco.
Pacheco replaces councilwoman Kenyne Humphrey as mayor.
