The City of Casper issued a press release on Thursday, March 7 announcing their modified request for proposals to redevelop the Plains Furniture block of properties.
The deadline for this round of proposals is May 3, according to the release. City Council rejected applications received during the previous round of requests because those bids did not meet the appraised value of the properties that the City is using.
The modified request for proposals removes the requirement that applications meet or exceed the appraised value of the properties, instead allowing City Council to select a bid that it considers “fair market value”, according to the release.

The properties included in the request for proposals are the former Plains Furniture buildings, the south parking lot and the former livery stable property.
Community Development Director Liz Becher said the appraised value of the properties were as follows:
- Plains lot 1: $370,000
- Plains lot 2: $240,000
- Plains lot 3: $235,000
- Livery stable: $300,000
- Parking lot: $275,000
The detailed request for proposals document is available on the City’s website here. It states that two property walk-throughs will be held for interested contractors. The first will be 7-8 a.m. Friday, March 15. The second will be 12-1 p.m. Tuesday, March 19.
Applications need to be physically delivered to the City Manager’s Office by 4 p.m. Friday, March 3. That office is located in City Hall at 200 North David Street.
