Casper seeking $500K from WYDOT for west side pedestrian bridge, trail project

CASPER, Wyo. — The City of Casper will apply for $500,000 in funding support for a pedestrian bridge and trails project which has an overall estimated cost of $1.25 million.

The project would involve constructing a pedestrian bridge to connect Robertson Road to neighborhoods in Paradise Valley. It would also involve constructing 10 feet wide concrete pathways to connect the bridge to the Robertson Road pathway to the west and Indian Paintbrush to the east.

“The project will provide a safe route for non-drivers to access the neighborhoods and schools along Robertson Road in west Casper from the Platte River Trail,” city staff explain in a memo.

The Casper City Council authorized submitting an application to the Wyoming Department of Transportation for $500,000 in Transportation Altenatives Program (TAP) funding during their Tuesday, July 7 meeting.

While the action taken by council is to apply for WYDOT funding, Councilman Steve Cathey voted against authorizing the application.

“I don’t think that’s a place to be committing those funds at this time,” he said of the project.

The TAP funding project requires a 20% local match if it is granted. City staff explain that the City of Casper and the Platte River Trails Trust, who are partnering on the possible project, would be required to provide $125,000 in matching funds and the additional $625,000 needed for the overall cost of the project.

The city would provide the $125,000 match using One Cent Optional Sales Tax dollars allocated to the Platte River Trails Trust under the fiscal year 2021 budget.

The Platte River Trails Trust is working to find the other $625,000 needed for the project, according to the city.
