CASPER, Wyo. — Casper-based Civil Engineer Professionals, Inc. (CEPI) will help create project proposals for future trail expansion in the Casper area for the Casper Area Metropolitan Planning Organization’s Garden Creek Loop Trail Connectivity Plan.

“The Garden Creek Trail Loop Connectivity Plan will guide the creation and extension of the existing trail system along conservation easements in the Garden Creek Drainage,” the Casper Area MPO and City of Casper staff explain in a memo in the Casper City Council’s work packet.

CEPI will help prepare project proposals for the Garden Creek area that would support a county-wide development plan that aims to expand the local trail system and enhance recreation opportunities. There are nearly 90 miles of trails in the Casper area, according to the memo.

Federal Consolidated Planning Grant funding will cover most of the $60,000 contract for CEPI to conduct the work for the Casper Area MPO. As the Casper Area MPO is comprised of the City of Casper, the City of Mills, the Town of Bar Nunn, and the Town of Evansville, each municipality contributes local matches for federal funding accessed through the Casper Area MPO.

For the $60,000 CEPI contract, the funding breakdown is as follows, according to the memo:

With each municipality asked to contribute local matches, their respective governing bodies are asked to approve the contract. Local matches for each municipality are based on population. The Casper City Council authorized the city’s contribution toward the plan on Tuesday.

The Garden Creek Loop Trail Connectivity Plan work is expected to be complete by Sept. 15, 2022.
