CASPER, Wyo. — The Casper City Council is scheduled to host two public hearings regarding liquor licenses when it meets at 6 p.m. today at City Hall.
The first hearing scheduled is for a new liquor license for La Cocina Mexican Restaurant, 321 East E St. A city staff memo states the license would be for this location until the business is able to move into its new building, which is currently under construction.
The restaurant has a liquor license, but it expires March 31. The business did not renew that license because it switched to a month-to-month lease that did not meet the statutory requirements, the memo states. The lease has since been updated and extended to March 31, 2024, as was previously required.
“Therefore, they now qualify for a new restaurant liquor license located at 321 East E St.,” the memo states.

Yellowstone Garage Bar and Grill liquor license transfer
The council will also host a public hearing on the request to transfer ownership of Yellowstone Garage Bar and Grill’s liquor license from 307 Repair Inc. to Charger Holdings LLC, both of which are listed as doing business as Yellowstone Garage Bar and Grill. The license would stay at 355 W. Yellowstone as there are location restrictions in place.
Charger Holdings’ Yellowstone Garage Bar and Grill closed in March 2022 and the license remained nonoperational until its transfer to 307 Repairs on Dec. 6, a city staff memo states. 307 Repairs’ Yellowstone Garage Bar and Grill closed in February 2023, the memo states.
“If approved, this license will be non-operational. The applicant plans to sell the property and the liquor license,” the memo states.
