CASPER, Wyo. — At tonight’s Casper City Council meeting, members will deliberate on a proposed resolution to amend the Fiscal Year 2024 Budget, according to a memo prepared for the City Council.
If passed, this would authorize substantial changes to the city’s spending plan for the year that runs from July 1, 2023, to June 30, 2024.
The proposed amendments encompass four main categories: New Budget Requests, Contract Rollovers, Project Rollovers and Purchase Order Rollovers. The new budget requests total an additional spending authority of $1,485,288.
A significant portion of this request, $1 million, is due to a federal grant awarded to the Wastewater Treatment Plant. Another major allocation is additional funding for the Casper Family Aquatic Center roof replacement project, which had been previously discussed in a council work session on May 24.
The bulk of the amendment proposal lies in the Project Rollovers, amounting to $45,728,166. These funds account for projects approved in Fiscal Year 2023 but not delivered before June 30. The reasons for these rollovers vary, ranging from construction-related delays to waiting on vendor selection.
Purchase Orders, totaling $1,715,544, represent equipment purchases approved before June 30 but yet to be delivered. Finally, ongoing Contracts that were not completed before the fiscal year’s end account for $2,798,382.
In terms of financial considerations, while the new requests bring an additional spending of $1,485,288, some expenses will be offset with new revenues such as grants. This places the net budget impact of these requests at $248,993.
As for the carried-over projects, purchase orders and contracts, they were already budgeted in the previous fiscal year, translating to no new budget impact; the amendment would simply permit these pre-approved expenses to roll over to the current fiscal year.
