Taser used in downtown arrest, misdemeanors charged (VIDEO)

CASPER, Wyo. — A Taser was used to gain control of a suspect that was arrested in the downtown area, during a highly visible police response Friday afternoon.

Police records show that Jason Uriah Collins was arrested just after 12:15 pm, May 10th. He faces recommended misdemeanor charges of Breach of Peace and Interference With a Police Officer.

According to an affidavit filed in the case, officers reported to a group of apartments on the 300 block of North Center Street, for a report of a disturbance.

The caller said that there was an adult male who would not vacate the property and was threatening tenants.

The reporting party said that the man was acting erratically and was swinging a stick outside of one of the apartments. he then was reported to have yelled at a tenant of another apartment, threatening to kill him.

The suspect was asked to leave but initially refused.

The man was then said to have yelled at the reporting party and begun to walk southbound on Center street.

Police say that officers made contact with the male, later identified as Collins, near East A and North Center Streets. An affidavit filed in the case reports that despite being given commands to stop, Collins continued walking away from officers, saying “f— off, I’m having a bad day.”

The suspect was said to have continued to ignore police commands, continuing south on 2nd Street, before he was contacted by another officer near the intersection of 2nd and Center.

Collins reportedly shouted profanity at the officers in the middle of the street, causing traffic to stop at the intersection.

Several citizens were also in the area, and gathered around the scene, including Oil City reporters.

Collins reportedly continued to ignore officers commands and is said to have pulled away after officers attempted to physically restrain him. An off duty officer also approached the scene and assisted with taking Collins into custody.

According to the police affidavit, seven law enforcement officers, in total, were on the scene and attempting to gain control of the suspect’s arms. Officers report using knee strikes to gain the suspect’s compliance.

After several strikes, officers say that two officers deployed their Tasers’s drive-stun function, stunning Collins twice near the right shoulder and lower back.

Collins is reported to have eventually complied and was taken into custody.

All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Natrona County District Attorney’s Office.
