CASPER, Wyo. — Three people are in custody following a Natrona County Sheriff’s Office investigation into the theft of multiple types of cable from both in and out of Natrona County. A fourth suspect is reportedly still at large.
Sheriff’s Department investigators say that three adult suspects have been arrested in the case.
Charla Burton, age 33, was booked on a recommended charge of felony Receiving or Concealing Stolen Property.

Douglas Pope, age 48, was recommended for a felony charges of Receiving or Concealing Stolen Property and Conspiracy.
Justin Carpenter, age 34, was booked into the Natrona County Detention Center on recommended charges of felony Theft and three counts of of felony Receiving or Concealing Stolen Property.
Sheriff’s Office Investigator Taylor Courtney says that the investigation began several weeks ago, and includes two businesses in Natrona County and one wind farm outside of Natrona County. Courtney did not release the name of the businesses
NCSO say that various quantities of cable, including electrical copper cable, were taken from industrial businesses in Casper. Courtney said that the initial call was from a company who had electrical cables taken from worker’s residential camps.
Courtney continued to explain that the suspects are accused of taking the cable and selling the cable at a scrap yard for cash. Courtney said that the cable was being stripped and sold.
An immediate value of the cable was not available as of press time, however Courtney estimated the total value of all the cable allegedly stolen would have been in the multiple thousands of dollars range.

Sheriff’s officials say that fourth suspect in the case remains at large. Deputies are asking anyone with information as to the whereabouts of Robert L. Johnson (pictured below), who is wanted on recommended charges of Conspiracy and Receiving or Concealing Stolen Property, to call the Natrona County Sheriff’s Office at (307)-235-9282.
All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Natrona County District Attorney’s Office.
