CASPER, Wyo. — A man who was identified as being a suspect in the theft of electrical and copper cable from three Wyoming businesses is also facing a charge of Child Endangerment.
Justin Carpenter, age 34, made his initial appearance before Natrona County Circuit Court Judge Michael Patchen, August 1, 2019. Carpenter wore and orange jail jumpsuit and was escorted into court wearing shackles.
Carpenter three counts of of felony Receiving or Concealing Stolen Property and a felony charge of Theft in the case. In addition, the judge also read a charge of Child Endangerment with Methamphetamine.

Details surrounding the Child Endangerment charge, and a narrative of Carpenter’s arrest, were not immediately available to press Thursday afternoon.
A co-defendant also made her initial appearance in court Thursday afternoon, and also faces a charge of Child Endangerment in the Case.
Jana Carpenter, age 60, identified by Justin Carpenter as his mother, also made an appearance in circuit court before Judge Patchen. Details and a narrative of her arrest were also not released Thursday afternoon, however assistant district attorneys working the case, said during court, that Jana Carpenter was accused of hiding controlled substances to protect a co-defendant.
The Department of Family Services was also said to be involved in the investigation.
During both of their appearances, both Justin and Jana Carpenter told the judge that they had taken clean drug tests administered by DFS, during the investigation.
Justin and Jana Carpenter are two of five suspects that have been identified as having possible ties to a local theft of industrial use electrical cable.
Natrona County Sheriff’s Office Officials say that the investigation began several weeks ago, and includes two businesses in Natrona County and one wind farm outside of Natrona County. Courtney did not release the name of the businesses
The name of the businesses was not released.

The NCSO says that various quantities of cable, including electrical copper cable, were taken from industrial businesses in Casper. Some of the cables were reportedly taken from workers’ residential camps.
Courtney continued to explain that some of the suspects are accused of taking the cable and selling the cable at a scrap yard for cash. Courtney said that the cable was being stripped and sold.
Also identified as being tied to the case were Charla Burton, age 33 and Douglas Pope, age 48.
Burton also made her initial appearance on Thursday. Charged with Wrongful Taking or Disposing of Property, she was handed a bond amount of $5,000 cash or surety.
Justin Carpenter was given a bond amount of $10,000 cash or surety.
Jana Carpenter was given a bond amount of $5000 cash or surety.
Pope did not appear in court Thursday afternoon.
Yet another suspect is reportedly still at large. Deputies are asking anyone with information as to the whereabouts of Robert L. Johnson, who is wanted on recommended charges of Conspiracy and Receiving or Concealing Stolen Property, to call the Natrona County Sheriff’s Office at (307)-235-9282.
All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Natrona County District Attorney’s Office.
