CASPER, Wyo. — Investigators with the Cheyenne Police Department say that they have determined the identities of three women who are suspected of a multi-state scheme, involving “fraudulent returns” targeting JC Penney stores.
Cheyenne Police officials say that the suspects are Kyrisha Strickland, age 23, Latonya Strickland, age 35, and Starlisha Strickland, age 37.
The three are suspected of making “fraudulent returns” at JC Penney stores in Wyoming, Montana, Colorado, Nebraska, Missouri, Kentucky, South Carolina, North Carolina, Mississippi, Louisiana and Texas; according to a Cheyenne PD statement

On August 6, the Cheyenne PD responded to a call for service in which the three women allegedly brought merchandise to the Cheyenne store, along with forged receipts and tags, returning the merchandise for cash and store credit.
Police say that a Laramie County arrest warrant has been issued for felony theft for all three women and this case remains under investigation by the Cheyenne Police Department.
