CHEYENNE, Wyo. – A Cheyenne man was arrested and faces a felony charge of Strangulation of a Household Member and a misdemeanor charge of Domestic Battery after a report was made to the Cheyenne Police Department last December.
According to court documents, Stephen Bell made his initial appearance in Laramie County Circuit Court on Friday, February 7th, to hear the charges read to him.
The police say that on December 12, 2019, an officer responded to a reported domestic disturbance taking place at a residence.

After making contact with the alleged victim, the officer noticed that they had a red mark under their left eye, a 1-inch fresh cut on their elbow, and redness on their neck and chest.
The affidavit says that the alleged victim told police that Bell had thrown a Mountain Dew bottle at them; striking their elbow. The alleged victim then claimed that they backed into a closet and accused Bell strangled them with both hands for 10-15 seconds.
The alleged victim told police that Bell “I’ll kill you,” while strangling them.
According to Wyoming statutes, an individual convicted of Strangulation of a Household Member can face up to 10 years in prison and/or a fine up to $10,000.
All of those cited or arrested are presumed innocent until convicted in a court of law. Charges are subject to change following official filings from the Laramie County District Attorney’s Office.
