Two face felony charges in Casper Burglary and Fraud case

CASPER, Wyo. — Two people are facing felony charges related to a reported burglary and fraud, that is alleged to have happened in Casper Wyoming.

According to documents filed in Natrona County Circuit Court, 33-year-old Stephanie Cestnik and 49-year-old Donald Ray Hill each face separate charges related to a burglary and credit card fraud that was reported in November of 2019. Cestnik faces charges of Obtaining Goods by False Pretenses and Burglary. Hill faces charges of Obtaining Goods by False Pretenses and Conspiracy to Commit Burglary.

Hill heard the charges read against him at an initial appearance on March 17, 2020. Cestnik heard her charges on March 10, and was subsequently bound over to District Court on March 17. She was also bound over on an additional Burglary charge from an unrelated case.

Police say that they received a report of an automobile burglary on South Huber street, on November 25, 2019. The reporting party claimed they had a wallet stolen from inside the vehicle.

The reporting party said that the wallet had been left in an unlocked car, in the parking lot of a Casper restaurant, on November 6, 2019. When the owner of the wallet received credit card statements on November 25, they saw unfamiliar charges from Casper area retailers.

The police affidavit said that approximately $1,900 was charged to three cards that were allegedly taken during the incident. It was also reported that $150 cash had been taken from the wallet.

Police spoke with the Casper area retailers and were able to secure surveillance video from two of them. In one video investigators say they were able to identify Cestnik and Hill as purchasing several hundred dollars worth of items from the store. Another video, from a different store, allegedly shows Cestnik purchasing items with one of the stolen cards.

All of the purchases are believed to have happened within 2.5 hours of each other.

Cestnik was arrested by the Casper Police Department on March 9, during the evening hours. Hill was arrested separately on March 17 by Casper PD.
