CASPER, Wyo. — The following are the criminal arraignments, judgments and sentences rendered this week in the Seventh Judicial District of Wyoming in Natrona County.
This is not a comprehensive log and may be updated with filings provided by the Clerk of District Court. Filings from the clerk do no include sentence recommendations or other details included from hearings attended by Oil City News.
The court is not bound at sentencing by negotiated dispositions and plea agreements between the state and defense counsel. ‘Binding’ plea agreements’ mean the defendant may withdraw a guilty plea if the court opts for stronger sentence than recommended. ‘Non-binding’ plea agreements mean the defendant mean the defendant cannot withdraw their plea.
Many agreements come with a cold plea provision, meaning if the defendant violates any bond condition, the state is free to argue for any sentence applicable under statute.
Sentences:
- Amber Marie Carson – Probation revocation
- Two- to four-year sentence imposed
- Jerry Lee Preston – Domestic battery: third or subsequent conviction
- 15–18 months imposed
- 243 days served
- Judy Charlene Greenwood – Child abuse
- Three to five years suspended
- Three years supervised probation
- Judge Catherine Wilking noted defendant had taken “full advantage” of state’s remedial resources since 10/22 charge: “You are to be commended.”
- Paden Charles Carrol – DUI: fourth within 10 years
- Four to six years suspended
- Carrol: “Sober life is a lot more enjoyable.”
- Tanner Foust – Conspiracy to deliver methamphetamine
- Four to six years state prison
- Amber Marie Carson – Probation revocation
- Two to four years imposed
Arraignment – Not Guilty Plea:
- Tiffany Marie Quiroz – Possession of a controlled substance: third or subsequent conviction, pedestrian under the influence
- Brandon Blake Waltrip – Stalking: felony, property destruction: under $1,000, violation of protection order
- Luke Johansmeier – Possession of methamphetamine with intent to deliver, possession of methamphetamine: felony weight
Guilty Plea: Arraignments and Changes-of-Plea
- Edward Charles Foster – Burglary
- Plea Agreement: Two to three years
- Restitution to be determined at sentencing
- Endre Arion Wass – Aggravated assault and battery with a deadly weapon x2, intimidation of a witness, property destruction exceeding $1,000
- Plea Agreement: Six to eight years prison with Youthful Offender Treatment Program recommendation
- Barbara Ann Reed – Conspiracy to deliver methamphetamine
- Plea Agreement: Four to five years suspended
- Three years supervised probation
