Casper City Council tweaks rules to allow Plains sale re-vote

CASPER, Wyo. — The Casper City Council will reconsider the sale of some former Plains Furniture and adjacent properties to FLAG Development, LLC.

In order to do so, the council tweaked their rules slightly on Tuesday, Nov. 5, ahead of their re-vote.

The previous city council rules required that at least the same number of council members be present at a re-vote as were present at the initial vote.

Councilman Mike Huber said he thought the previous council had not foreseen a circumstance involving a member who abstains on a vote and that the change would be good regardless what happens with the Plains sale.

Councilman Steve Freel has abstained on all votes related to the potential sale of the former Plains properties. Since Freel was not present on Tuesday, there was technically one less council member present than at the original vote to finalize the sale.

That vote tied 4-4, with Freel abstaining, leading the sale agreement to fail.

On Tuesday, the city council passed a resolution that changes their rules such that the presence of a member who abstained during the original vote is not required in order to re-vote on an issue.

That will allow the re-vote to move forward.
