Natrona County District Court: Selected Proceedings (12/29/22–1/13/23)

CASPER, Wyo. — The following are selected arraignments, judgments and sentences rendered recently in the Seventh Judicial District of Wyoming in Natrona County.  

This is not a comprehensive log and may be updated with filings provided by the Clerk of District Court. Filings from the clerk do not include sentence recommendations or sentencings.

The court is not bound at sentencing by negotiated dispositions and plea agreements between the state and defense counsel. “Non-binding” pleas mean the defendant may withdraw a guilty plea if the court opts for a stronger sentence than recommended. “Binding agreements” mean the defendant cannot withdraw their plea.

“Cold pleas” mean that the state can ask for any statutorily valid sentence if the defendant breaks any terms of probation or violates any law.

Not Guilty and “No Contest” Pleas:

  • Andre Maurice Harper – Aggravated assault and battery, strangulation of a household member, domestic battery
    • Bond continued
    • Defendant not in custody
  • Torrey Reed Miller-Topping, 25 – Conspiracy to deliver fentanyl, possession of fentanyl with intent to deliver, possession of meth and fentanyl in felony amounts, child endangerment with methamphetamine
    • Bond continued
    • Defendant in custody
  • Thomas Branstetter, 59 – Burglary x2
    • Bond continued
    • Defendant in custody

Guilty Pleas:

  • Gage Cordova, 25 – Aggravated assault and battery with a deadly weapon
    • Charges of stalking, trespassing, and second count of aggravated assault and battery dismissed
    • Plea agreement: State will cap sentencing argument at seven years given defendant complies with conditions of bond
  • Joshua William Glasspoole – Possession of a controlled substance: third offense
    • Plea agreement: Two to three years suspended, three years supervised probation
    • Cold plea

Sentences:

  • Jeremy Bansept, 33 – Possession of a controlled substance: third or subsequent
    • Thee to five years suspended
    • Three years supervised probation
  • Daniel Marin-Laris, 25 – Conspiracy to commit aggravated assault and battery
    • Six to 10 years suspended
    • Three years supervised probation
    • 181 days served
  • Frank Casias – Possession of a controlled substance: third or subsequent
    • Three and a half to five years prison suspended
    • Three years supervised probation
    • 157 days credit for time served
    • Notes: Assistant DA Jared Holbrook noted that Casias has had no violations while on bond in this case and probation has reported uniform compliance
