Summary:
This position is responsible for all payroll functions of Casper College; responsible for fulfilling all payroll obligations of Casper College for all employees and related obligations to federal, state and private needs.

Responsibilities:
With acute attention to detail regarding compliance, deadlines, and accuracy, the position of Payroll Specialist provides comprehensive payroll services for Casper College and Casper College Foundation employees. Specific responsibilities include monthly payroll for all employee groups; monthly, quarterly, yearly and other reporting as needed; compliance with federal, state and local payroll laws; maintaining and upgrading as needed the enterprise database system for payroll; and working with all concerned groups relating to all payroll operations.

Essential Duties:
Manage the operational and financial activities of the payroll office on a daily basis to ensure timely and accurate payments to all employees.
Maintain a high level of confidentiality and accuracy with all information.
Perform all duties with minimal assistance or supervision.
Meet multiple compliance deadlines.
Maintain a strong relationship that engenders trust with faculty, staff, administrators, temporary employees, and student workers as well as other outside agencies.

Maintain/manage payroll databases including:

Set up tax tables, new retirement rates, and workers compensation rate.
Check accuracy of information.
Prepare deductions for each entry.
Maintain auxiliary information (various spreadsheets).
Ensure compliance with local, state and federal payroll laws.

Payroll Processing:

Payroll processing to include all employee groups (approx 800 employees), in compliance with Casper College compensation, and personnel policies and procedures.
Ensure employee status change forms accurately match new employee compensation rates and any employee compensation changes.
Calculate and process overtime pay, overload pay, leave without pay, termination pay, shift differential, court orders/garnishments/liens, special tax calculations on non-resident aliens, etc.
Process additional payrolls as-needed for terminations, lost paychecks, atypical payroll cycles, etc.

Month-end processing:

Balance and transfer payroll funds to the payroll bank account.
Balance payroll taxes and remit online tax payments.
Balance all accounts of benefits and deductions processed, process requisitions. and remit payment to all applicable entities.
Balance general ledger payroll accounts.
Prepare and reconcile multiple Monthly, Quarterly and Yearly reports, requisition money and remit payment to applicable entities:

Create, balance, and send yearly W-2 statements and submit W-2 wage report to the Social Security Administration.
Departmental reports
Retirement Reports
Quarterly 941 federal tax reports
Quarterly Unemployment reports
Other reports as needed (i.e. data for budget preparation)

Compliance:

Maintain files on all payroll processes/reports
Keep up-to-date with federal, state and local laws, rules and regulations that apply to payroll processes including but not limited to:

FLSA
FMLA
Worker’s Compensation
USERRA
Labor Statistics Reporting
Quarterly Unemployment Reporting
Court Orders/Garnishments/Liens
TaxesW-4 and Tax Withholding
941 Quarterly Reporting
W-2 reporting
Complete Verification of Employment Requests from external entities
Assist in annual audit of Casper College
Maintain files to comply with state and federal mandates for supporting documentation of all payroll actions.
Implement changes to the payroll process, as needed, due to change in CC policies and procedures and/or state and federal regulations as directed by HR Director
Perform other duties and projects as assigned

Minimum Qualifications:
High school diploma or GED/HiSet.
Minimum of one (1) year of practical payroll experience and/or bookkeeping, accounting clerk or other similarly related job experience.
Knowledge or the ability to understand accounting principles and practices
Excellent math/analytical aptitude
Outstanding organizational and time management skills
Strong oral and written communication abilities with aptitude in problem-solving
Knowledge or the ability to understand federal, state and local laws governing payroll practices
Computer literacy in Microsoft Excel, Microsoft Word and other related external software applications

Ability to:

Operate office equipment such as computer, printer, fax, scanner, photocopier, phone system
Work with accuracy and attention to detail
Use independent judgement and work with minimal supervision
Work under pressure with strict and tight deadlines
Work occasional evenings and weekends, as necessary
Effectively problem solve, organize, and prioritize
Maintain strict confidentiality
Work effectively and professionally with a wide variety of people concerning various issues and circumstances
Establish and maintain effective working relationships with internal and external groups
Communicate effectively verbally and in written form

Desired Qualifications:
Associates degree or Bachelor’s degree in a related field
Experience with Colleague (currently in use) and/or related payroll or enterprise database system.
Certified Payroll Professional (CPP) designation

Work Environment:
Typical work environment is an office setting requiring normal safety precautions. Work is usually performed during the normal work day, however, occasional early morning, late evening, and weekend work may be required. Some weeks will require more than 40 hours work; for which appropriate overtime compensation will be made.  Short periods of time will be spent outdoors travelling between campus buildings in various weather conditions. Noise level is usually minimal.

Physical Demands:
Employee is regularly required to sit, speak, hear, use hands and fingers to handle materials and use computer, feel, and reach with hands and arms. The employee may sit for long periods of time. Specific vision abilities required by this job include close vision, and ability to adjust focus. Noise levels are minimal. Occasional lifting of up to 10 pounds may be required. Less frequent lifting of up to 25 pounds may be required (office supplies, paper boxes, etc…).  Visual requirements require close-up, distance, and ability to focus.
