David was born Sunday, December 26, 1948 in Wray, Colorado the son of Levi Edward and Mary Alice (Harmon) Lengel, and shortly after moved with his family to Berthoud, Colorado where his father farmed. Later, the family moved into Greeley, Colorado where his father was the ditch rider for the Greeley/Loveland Irrigation Company. Returning to farming the family moved to their 60-acre farm at LaSalle, Colorado.
David graduated from RE-1 School District, Valley High School in 1967. He continued his education at Northeastern Junior College in Sterling, Colorado for two years, then graduated from Colorado State University in 1971 with a degree in Ag/Economics.
He returned to the family farm at LaSalle to farm until September, 1978 at which time he was hired by the USDA Farmer’s Home Administration to begin his career in Worland, Wyoming.
A long-distance relationship continued with his soon to be wife, Lorie Marlene Libsack, also of LaSalle. They were married November 24, 1979 in Greeley, and they had three children, Edward Kyle, Michelle Kristine, and Joseph David.
In 1979, David was transferred to Riverton, Wyoming where he worked from 1979 – 1981 as assistant county loan officer. The couple then transferred to Torrington, Wyoming from 1981 -1986. During this time FmHA became Farm Service Agency, and he retired after 36 years in 2015.
