CASPER, Wyo. — Wyoming Division of Criminal Investigations agents say a Casper resident had over two pounds of marijuana and a large quantity of THC wax delivered to his home.

Jacob Klinger, 22, was arrested last Thursday, Oct. 5 after agents observed the controlled delivery of the previously intercepted package, according to the DCI affidavit. 

Klinger is presumed innocent until proven or pleading guilty.

During the course of an investigation begun last month, agents “learned packages containing multiple pounds of marijuana were shipped from a source in Oregon to [Klinger] since April 2023,” the affidavit said.

A U.S. Postal Service inspector informed agents that nine packages had been sent from Oregon to “Jake K” at the Casper residence in the last six months, and that another 20-pound package was on the way.

DCI searched the package pursuant to a warrant signed by federal judge Kelly Rankin. The weight of the suspected THC wax (including the glass jars containing it) was over 12 pounds, the report said.

DCI said all substances recovered during the arrest tested presumptive positive for the suspected drugs. 

After the package was searched, the postal inspector went to deliver it to Klinger’s residence, while Casper police, state troopers and a Natrona County deputy observed.

Klinger did not answer the door and the package was left on the step. 

Later, an undercover agent knocked on the door and Klinger answered. The agent said he was a neighbor and had received the package by mistake. Klinger accepted it and went back inside, according to the report.

Law enforcement descended upon Klinger after he got into his Toyota with the package.

Agents then searched the home. In a bedroom with mail addressed to Klinger and “lots of assorted clothing consistent with a 22-year-old male,” agents also found misdemeanor amounts of marijuana, ketamine and MDMA, the report said.

Klinger was charged in circuit court on Friday with attempted possession of marijuana in a felony weight and intent to deliver. He was also charged with the three misdemeanors. 

Bond was set at $50,000 cash or surety.
